October 12,2024- Police in Mercer Island, Washington State made contact with 42-year-old Sokphana Soeung and another suspect, having found them both unconscious and in the possession of drugs in a black Mercedes sedan. The Mercedes had been previously stolen. Upon being roused, Soeung attempted to elude police in the sedan, shown here after hitting spike strips. After conducting a PIT maneuver and disabling the vehicle, Washington State Police and Bellevue Police chased Soeung on foot, at which point he attempted to light an improvised explosive device (IED). The responding LEOs tackled Soeung to the ground before the device could be lit/armed. After Soeung was in custody, multiple bomb squads, including the State, FBI and ATF were called to scene, whereupon they located two additional bombs in the suspect vehicle. Soeung was charged with possession of an explosive device, multiple counts of assault one, driving under the influence, possession of stolen vehicle, and eluding law enforcement. He is being held on $750k bail. The second suspect, riding as a passenger, was booked on outstanding warrants.
