On February 9, 2021, at approximately 4:30 p.m., uniformed Southeast Patrol Division officers conducted an equipment violation and illegal parking traffic stop. The suspect later identified as 30-year-old Travis Elster was stopped in the northwest parking lot at Manchester Avenue and Figueroa Street by patrolling Officers.
The patrolling Officer parked his vehicle adjacent to Elster and confronted him asking what was going on. Elster replied by saying “I’m waiting for my mom”. Officers then asked Elster to step out of the vehicle, but Elster refused. He stated “I’m gonna just park my car over here”.
The Officer demanded that the suspect turn off the ignition, but Elster still refused. Elster accelerated the car towards the partner Officer who stood in front of it. The suspect was told to stop by the partner cop, but he kept driving towards him, resulting in an Officer-Involved Shooting.
In his car, Elster fled the scene under Police gunfire. The suspects’ car was followed by an air unit to a shopping center parking lot near Imperial Highway and Crenshaw Boulevard in Inglewood. The suspect got out of the car and went into a nearby shop. Officers searched the store but were unsuccessful in locating Elster. After entering the shop, Elster changed into a different outfit and exited the store before Officers arrived at the new location.
