Russian Drones Hunt Ukrainian Civilians

Footage purportedly showing the targeting of civilians in Kherson by Russian drone operators. Ukrainian civilians and civilian vehicles in Kherson have been struck by munitions dropped by Russian drones, allegedly for practice. The law of armed conflict, also known as international humanitarian law (IHL), states that parties must distinguish between civilians and combatants, and between civilian and military objects. Directly targeting civilians is prohibited. Russia is a signatory of all four Geneva Conventions of 1949, as well as the Additional Protocols of 1977. Additional Protocol 1 of 1977 prohibits intentional attacks on civilians and civilian objects.
