CCTV and witness footage that is confirmed as coming out of Voronezh, Russia shows what is presumed to be a stray explosive round impacting with a civilian parking as people go about their daily routine.

While it's unclear still exactly what caused this explosion, we have confirmed that it did in fact occur in Voronezh, Russia, which is south of Moscow. The reaction of the woman in pink speaks volumes to the general populace of Russia's take on this entire situation.
