The Houston Police Department has released the full critical incident report of an officer involved shooting that occurred September 9, 2022.
On the evening of September 9, 2022, patrol officers from the Houston Police Department initiated a traffic stop on a black Ford Raptor that was that was driving at a high rate of speed. Once pulled over the driver of the vehicle, 43-year-old Manuel Elias-Torres, waited for officers to approach his truck before speeding off in an attempt to make a get away.
Officers responded by initiating a 15-minute high speed pursuit with Elias-Torres that ended at 600 West Mount Houston Road at 12:10am when three individuals got out of the vehicle. Elias-Torres was seen with a firearm as he exited the vehicle, and as officer pursued on foot Elias-Torres aimed the handgun at the closest officer who responded with lethal force in fear of his own safety.
Officers and EMS provided Elias-Torres with immediate life-saving aid and stabilized him before transporting him to a nearby medical facility. Elias-Torres is being charged with three counts of aggravated assault on a peace officer and felony evading in the 262nd State District Court. He is currently in custody. No officers or civilians were injured in the pursuit or subsequent shooting.
