(NSFW) Convicted Murderer Killed In High-Risk Traffic Stop

This compilation of security and juxtaposed bodycam footage shows the points of view of several Indianapolis Metro police officers as they attempt to apprehend a previously convicted murderer who, after release from prison, amassed several warrants for his arrest, including possession of a firearm by a felon. The traffic stop goes awry as the suspect draws a handgun and is shot and killed. Viewer discretion is advised.


The Indianapolis Metropolitan Police Department's East District Violence Team attempted to apprehend 48-year-old Raphael Dekemper, who was paroled in 2017 for a murder he commited in 1995, when he was 17 years of age. In the intervening years between 2017 and 2024, he became wanted for several felony violations including possessing and pointing a firearm.


His previous conviction and the nature of the crimes for which he was wanted explain the large number of officers on-scene at the traffic stop. At 0:22, we see the shootout from the perspective of an onlooking security camera, which shows Dekemper pointing and firing a handgun at the officers before he is brought down. At 0:28, we see the perspective of an officer who takes the driver of Dekemper's car into custody, using textbook high-risk traffic stop technique. Dekemper is shown lying on the ground to the right of the suspect vehicle.


At 01:32, we see the juxtaposed bodycam footage of the three officers involved with shooting Dekemper. A ballistic shield is used to approach Dekemper's prostrate form and secure his weapon. Although aid was rendered by IMPD and paramedics, he later died in-hospital. No officers or other persons were harmed.
