This compilation of police bodycam and helicopter unit footage out of Arizona shows Tucson police chasing and ultimately shooting a suspect. The suspect fled his arrest for DUI while recklessly firing a handgun. Although no officers were injured, the suspect demonstrated a disregard for human life that necessitated deadly force. Aid was rendered to the suspect, but he was pronounced dead on-scene. Therefore, viewer discretion is advised.
The video begins as Tobin Pico, 29, is being arrested for DUI. As in many cases, the handcuffs suddenly make things a little too real for Pico, who flees across a highly traveled and occupied roadway. At 0:20, an enhanced still from the footage shows Pico drawing a handgun, at which point the officers back off, rather than risk a firefight around so many bystanders. As he clears the roadway, they chase him and order him to stop, which Pico ignores. At 0:40, other officers order him to drop the weapon as they ambush him from his right side, and he ignores them as well, continuing to run.
At 0:52, an airborne unit tracks Pico, describing his movement and how the suspect has fired his weapon twice, once into a building. This haphazard and unpredictable use of a deadly weapon precludes other options, and the Tucson officers take him down from a distance with AR-15 fire. Spaced shots drop Pico, but at 02:04 he gets up again and tries to run. Pico appears to raise the weapon in a deliberate stance, and at this point rounds can be seen striking the building behind him as the officers open fire, downing him again. The officers then moved up to render aid along with the local fire department, but the suspect died as result of his injuries.
