Beachgoers Interrupted By Massive Rocket Barrage

Some wild footage recorded on June 8th, 2022, shows a terrifying incident that could have ended poorly for some Ukrainian beachgoers.
As displayed in the footage, a Russian fired rocket barrage which may or may not have been miscalculated struck a beach in the City of Kurakhove. I say miscalculated for the simple fact of there being zero major targets within the area. Maybe this could have been a terroristic attack toward the beachgoers, but this theory seems unlikely.
With disregard to human life, we have seen several instances from both sides of the conflict where explosive munitions, more specifically unguided munitions, are being expended in an extremely carless manner. What do you guys think? Miscalculated or intentional terroristic acts by the Russian military?
